PaddySites using vbulletin or phpbb allow moderators and administrators to mark a post as a "sticky" or as an "announcement". Both kinds of posts remain "always on top" in the sub-forum, with an "announcement" being always the topmost post, while stickies stay below announcements but above ordinary posts.

No matter how many replies (or a lack thereto) , stickies and announcements remain at the top of every page in the sub-forum.
