i have a friend that took some Shakespeare characters and put them in a different play using only Shakespeare language from the plays they were in.
is there a market for this?

If the result is brilliantly funny and/or profoundly tragic, yes
Otherwise, no

Totally Agree.
Not knocking the idea in any way shape or form.
Again...brilliantly funny or profoundly tragic.
Love to see it in either form!

Or...upon thinking about it:
First act: Tragedy
Second act: Comedy.
Third Act: History
Or...just combine all into single play and not worry about how they are mixed.
Go for it, I say.
There are enough Shakespeare Festival...of various/questionable levels of competence that might eat it up.
Just make sure to copyright your adaptation!
Again..go for it.
